Documents you need for government job applications

The documents a government job application asks for — photo, ID, certificates, SC/ST, OBC, EWS, disability and ex-servicemen proofs — what to check in each, and what happens at verification.

Documents matter twice in a government recruitment: when you apply, because the form asks for details that must match your certificates, and at document verification, when every claim you made is checked against the originals. A candidate who passes every exam can still lose the job at that last step.

Photograph and signature

Each board sets its own file format, file size and dimensions, and they change between recruitments, so take them from the notification, not from a previous application. Boards do reject forms over this: the Staff Selection Commission rejects blurred or undersized signatures, and now captures the photograph live through its application form rather than accepting an upload. A few habits help everywhere:

  • Use a recent photograph with your face clearly visible, without a cap or dark glasses, against a plain background.
  • Sign on plain white paper, in the style you will use in the exam hall, and scan it without cropping into the signature.
  • Keep printed copies of the same photograph. Boards commonly ask for them at the exam and at document verification, and compare your appearance with your form.

Identity proof

You need an original photo ID at the exam centre and at document verification, from the list in the notification — typically the Aadhaar card, voter ID, PAN card, passport or driving licence. Prefer one that shows your date of birth, and check that your name is spelled as on your certificates.

Date of birth and educational certificates

Recruitments commonly take your date of birth from your Class 10 (matriculation or secondary) certificate. The Staff Selection Commission, for example, accepts only the date in that certificate and does not entertain later requests to change it. Enter the date on the form exactly as it appears there.

Gather the certificate and every year’s or semester’s marksheets for each course the post requires. If your degree certificate is still awaited, check whether the notification accepts a provisional certificate.

If your name has changed since Class 10, keep the proof the notification accepts, such as a marriage certificate, or a deed poll or affidavit with newspaper notices.

Category certificates

A reservation or age relaxation is only as good as the certificate behind it. Notifications attach the formats they accept, and other formats are liable to be rejected. A category you cannot prove at document verification costs you the candidature, not just the benefit.

SC and ST

A caste certificate issued by the competent authority in the prescribed format. Notifications state a crucial date — often the closing date — on which you must belong to the category.

OBC (non-creamy layer)

For central government posts, the certificate must be in the central government’s format. It certifies two things: that your community is recognised as backward under a Government of India resolution, meaning it is on the Central List of OBCs for your state, and that you do not belong to the creamy layer. The National Commission for Backward Classes publishes the central lists state by state at ncbc.nic.in. State OBC lists are separate from the central list, so check the central list for your state, and do not assume a state-format certificate will be accepted for a central post.

Creamy-layer status depends on your family’s circumstances, which change, so notifications set a date on which you must be outside it. Boards word their rules on how recent the certificate must be differently; read them rather than reusing an old one.

EWS

The Economically Weaker Sections category requires an Income and Asset Certificate in the format prescribed by the Department of Personnel and Training (DoPT), issued by an authority such as the District Magistrate, a Sub-Divisional Officer, or a revenue officer not below the rank of Tehsildar. Eligibility rests on your family’s gross annual income from all sources for the financial year before the year of application, and on limits on land and residential property. For this purpose, “family” means you, your parents, your spouse, and your siblings and children under 18.

Because it is tied to a financial year, expect to need a fresh certificate each year; notifications name the year it must be valid for. EWS is only for those not covered by SC, ST or OBC reservation.

Persons with Benchmark Disabilities (PwBD)

Under the Rights of Persons with Disabilities Act, 2016, a benchmark disability generally means not less than 40% of a specified disability, as certified by the certifying authority. You need a disability certificate from the competent authority that names the type of disability. Disability certificates and the Unique Disability ID (UDID) card are applied for through the government portal swavlambancard.gov.in. Select the PwBD sub-category on your form that matches your certificate exactly; some boards do not allow it to be changed later.

Ex-servicemen

Keep your discharge certificate or discharge book. If you are still serving and due to be released, notifications usually ask for a certificate from your unit in a set format, together with an undertaking. Ex-servicemen status is personal: sons, daughters and dependants of ex-servicemen cannot claim it.

NOC and domicile certificates

If you already work for the government or a public-sector undertaking, expect to produce a No Objection Certificate from your employer at document verification, and a certificate from your office if you claim an age relaxation as a central government employee. Ask early; these go through your office’s own process.

For state government jobs, reservation and age relaxation are often limited to residents of that state, proved by a domicile or residence certificate. The Uttar Pradesh Public Service Commission, for example, treats reserved-category candidates who are not originally domiciled in the state as unreserved. DigiLocker

DigiLocker is the government’s digital document wallet. Documents that an issuing authority pushes into your account — marksheets from participating boards and universities, a driving licence, certificates from some state departments — are, under the Information Technology rules governing digital lockers, treated as equivalent to the original physical documents. Files you scan and upload yourself do not carry that status.

Still carry your originals to document verification unless the notification says otherwise.

What happens at document verification

Document verification usually comes after the written stages, and sometimes after the final result. You bring your originals, photocopies, printed photographs and a photo ID. Officials compare each claim in your application — date of birth, qualification, category, disability, experience — with the documents.

Notifications warn that candidature will be cancelled if the documents do not support what the form said, and fraudulent category claims can lead to debarment from future exams. The check does not end at joining: DoPT’s EWS order requires the offer of appointment to say that service will be terminated if the certificate is later found false.
